THE IMPLEMENTATION OF THESE ACTIONS IS ESSENTIAL TO MAINTAINING PROPER RELIABILITY OF THE FST SYSTEMS IN THE FIELD WHILE SUSTAINING REGULATORY COMPLIANCE. ı SPILL PREVENTION CONTROL, AND COUNTERMEASURES (SPCC) PLANS, TRAINING, AND REVIEWS: THE CONTRACTOR MUST PROVIDE EXPERT RESOURCES TO GENERATE AND MAINTAIN SPCC PLANS AS REQUIRED FST SYSTEMS. THE CONTRACTOR WILL DEVELOP AND TEACH THE REQUIRED SPCC PLAN TRAINING WITH SPCC PLANS. THE SPCC PLAN TRAINING MUST BE FACILITY-SPECIFIC AND INCLUDE, BUT NOT BE LIMITED TO: BASIC FST SYSTEMS, THE FST SYSTEMS AND EQUIPMENT THAT CONTAIN REGULATED LIQUIDS, POTENTIAL SPILL ROUTES AND RECEPTORS, AND SPILL RESPONSE ACTIVITIES AND PROTOCOLS. ADDITIONALLY, THE CONTRACTOR WILL REVIEW EXISTING SPCC PLANS, AS REQUIRED, FOR CORRECTNESS, COMPLETENESS, AND CONFORMANCE WITH PROPER SPCC PLAN PROTOCOLS AS STATED IN EPA 40 CFR, PART 112. THE CONTRACTOR MUST BE CAPABLE OF IDENTIFYING, REPLACING, AND/OR CORRECTING DEFICIENT SPCC PLANS. ı FST SYSTEM COMPLIANCE INSPECTIONS: THE CONTRACTOR MUST PROVIDE EXPERT RESOURCES CAPABLE OF REVIEWING FST SYSTEM DRAWINGS AS WELL AS INSPECTING NEW FST SYSTEM INSTALLATIONS DURING AND AFTER CONSTRUCTION FOR COMPLIANCE WITH FAA, FEDERAL, STATE, AND OTHER REGULATING AGENCY REQUIREMENTS. INSPECTION CAPABILITIES INCLUDE KNOWLEDGE AND UNDERSTANDING OF FST SYSTEM EQUIPMENT AND MATERIALS COMMONLY USED FOR FAA INSTALLATIONS, CURRENT AND NEW CONSTRUCTION MATERIALS AND EQUIPMENT, AND LOCAL REQUIREMENTS BASED ON GENERAL AND SPECIFIC LOCATION, WEATHER, TEMPERATURE, AND REGIONAL/PERSONNEL PREFERENCES. BASED ON THE INSPECTION RESULTS, THE CONTRACTOR WILL PROVIDE ORAL COMMUNICATION AND WRITTEN EVALUATION OF THE INSPECTION RESULTS TO THE APPROPRIATE FAA PERSONNEL. ı FIELD SERVICES (SYSTEM/PROGRAM AUDITS) - THE CONTRACTOR MUST PROVIDE FIELD-BASED FST SYSTEM AND PROGRAM AUDITS CONTAINED IN THE ESA AS REQUESTED BY THE FAA. THE CONTRACTOR MUST BE RESPONSIBLE FOR DEVELOPING A WORK PLAN TO DEFINE COMPLIANCE AND RISK MANAGEMENT OBJECTIVES OF THE FIELD AUDITS; INCLUDING ESTIMATED COSTS AND SCHEDULES, AND SPECIFIC QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) PROTOCOLS TO ACHIEVE REQUIRED LEVELS OF DATA QUALITY AND DEFENSIBILITY. THE CONTRACTOR MUST BE RESPONSIBLE FOR THE COORDINATION AND LOGISTICS NECESSARY TO SUPPORT ON-SITE EXECUTION OF SPECIFIC FIELD AUDITING ACTIVITIES. THE CONTRACTOR MUST IMPLEMENT THE ON-SITE EXECUTION OF FIELD AUDITS FOLLOWING AN ESTABLISHED WORK PLAN. THE CONTRACTOR MUST REVIEW THE DATA OUTPUTS FROM ON-SITE EFFORTS AND ANALYZE THE INFORMATION TO DETERMINE CONFORMANCE WITH ESTABLISHED REGULATORY, AGENCY OR ESA POLICY, INDUSTRY BEST PRACTICE STANDARDS AND REFERENCES, AND TO ENSURE OPERATIONAL INTEGRITY.
